Paraguay is the most underrated low-cost option in South America for a specific type of expat: someone on a fixed income under $2,000 a month who is comfortable living without English-language infrastructure and does not need the expat social scene that places like Medellin or Lisbon provide. Asuncion is flat, car-dependent, and not particularly photogenic, but it functions. The country runs a genuinely territorial tax system, which matters a lot to people structuring income from investments or remote work. If you are drawing $1,500 to $3,000 a month from a portfolio or a remote client and want to keep your overhead low without moving to Southeast Asia, Paraguay deserves serious consideration. People who need reliable entertainment options, proximity to good beaches, or a strong expat infrastructure will not last here.
The numbers are real. A single person can cover food, transport, utilities, and incidentals for roughly $545 a month excluding rent, and a one-bedroom in central Asuncion runs around $450. That puts a functional solo budget at about $1,000 a month, or around $1,400 if you want some margin and eat out regularly. Those figures hold in Asuncion's better neighborhoods like Villa Morra or Carmelitas. Groceries are cheap by any regional standard, a domestic beer costs under $1.50, and restaurant meals for two rarely exceed $15. Internet is a genuine bright spot: fixed broadband median download speeds sit around 187 Mbps with 13ms latency, which is better than many Western European countries. The thing the marketing skips is that imported goods, electronics, and anything requiring skilled professional services priced in dollars cost roughly what they cost anywhere.
The friction is real and specific. English proficiency is genuinely low, not just "conversational Spanish helps" low. You need functional Spanish to handle anything administrative, and Guarani is co-official and widely spoken, which means even Spanish sometimes is not enough in smaller interactions. The State Department carries Paraguay at Level 2, and the safety index of 48.2 reflects meaningful property crime and some organized crime presence, particularly in Ciudad del Este near the Brazilian border. Asuncion itself is manageable with basic precautions but demands the same awareness you would apply in any Latin American capital. Healthcare scores a 73.8 on Numbeo's index, which sounds decent until you factor in that good private care is concentrated in Asuncion and rural access is poor. Private health insurance for an American in their 40s or 50s runs $150 to $250 a month and is essentially mandatory. Residency through the rentista program requires demonstrating $1,500 a month in stable income, which is straightforward, but the bureaucratic process moves slowly and document apostilles take time.
Paraguay taxes only income sourced within Paraguay. If you are a US citizen living in Paraguay on dividends, Social Security, rental income from US property, or a remote salary paid by a US company, Paraguay does not touch any of it. The US still taxes you on worldwide income regardless of where you live, so you file your 1040 as usual. The Foreign Earned Income Exclusion applies to earned income if you meet the bona fide residence or physical presence test, with the 2024 exclusion at $126,500. Most retirees or FIRE individuals living off investment income cannot use the FEIC since it only covers earned income, but they can claim the Foreign Tax Credit for any Paraguayan taxes paid, which in most cases will be zero given the territorial system.
