With a population of 829,780, this county in southwest Henan is no quaint village. Bureaucracy is a persistent headache, as the county seat has shifted around over the centuries. On the plus side, the local jade carving industry and 10,000-acre cherry orchards offer some cultural attractions. However, the remote location and lack of major infrastructure make Zhenping a tough sell for most foreign transplants.
