The economy here runs on agriculture, food processing, and a surprising amount of engineering firms that make industrial machinery. Remote work is entirely viable if you already have a job. Finding local employment without fluent Italian is nearly impossible. The cost floor is low. You can live decently on that $950 monthly figure outside rent, and a city-center one-bedroom at $650 means a couple could run a comfortable life for around $2,500 all-in. That is not Milan money. That is not even Bologna money. But the tradeoff is that nobody is building a career here unless they are plugged into the local industrial fabric, and that fabric does not have much give for outsiders.
Housing is straightforward. You will find apartments in Mussolini-era buildings with thick walls and bad plumbing, or newer construction on the outskirts that feels like anywhere else in Europe. The rental market moves slowly and landlords often want a local guarantor, which is your first real headache. Healthcare operates through the public system once you have residency. The hospital is competent for routine issues. For anything complex, you are going to Bologna. Bureaucracy is the main friction point. The questura for permesso appointments, the anagrafe for residency registration, the Agenzia delle Entrate for a tax code. None of this works in English. You will need a translator or a very patient Italian friend, and even then the process will take twice as long as you think it should. Internet at 95 Mbps is solid. The city is flat and bikeable. Public transport exists but you will not use it much because everything is 15 minutes away on foot. The silence at night in the centro storico is almost unnerving if you are used to cities that never power down.
Forli suits a specific person. Retirees who want a quiet, safe, affordable Italian life without the tourist crowds will score it higher than the 76 suggests. The crime index of 25 means you can walk anywhere at any hour and the worst thing that happens is a teenager on a scooter looking at you wrong. Digital nomads will chafe. There is no real coworking scene, no expat community to speak of, and the social life revolves around family networks you were not born into. If you need stimulation, Bologna is 30 minutes by train and you will find yourself taking that train often. If you need Italian language immersion and a place where your money stretches while you write a book or paint or just disappear for a while, it works. If you are under 40 and single, do not move here. You will be bored within three months and the dating pool is effectively nonexistent unless you speak the language fluently and plan to stay forever. The city does not try to impress you. That is its appeal and its limitation, both at once.
