With a population of 540,572, Guixi is a sizable county-level city, but one that offers little in the way of excitement or opportunity. The city covers two-thirds of the municipal region, with its center Xiongshi lying along the Xin River. However, the text reveals that bureaucracy is a persistent headache, with the city's executive, legislative, and judicial branches all based in the Xiongshi Subdistrict.
