Overview

The Dubai Virtual Working Program lets people who work remotely for an employer or business outside the UAE live in Dubai on a one-year residence permit without a local sponsor. GDRFA Dubai issues it as a residence visa without the right to take local employment, and holders can sponsor family for the same period.

Applicants prove income of at least US$3,500 a month, or the equivalent in another currency, show evidence of remote work for an entity outside the UAE, and hold valid health insurance. Government fees are AED 200 plus 5% VAT for the entry visa and AED 200 for the residence permit, with medical testing and the Emirates ID charged separately.

The main catches are the work ban and the absence limit. Residence visas generally lapse after six months outside the UAE, and the permit renews year by year with no route to permanent residence.

Tax Information

Tax Regime:Other
US Tax Treaty:No treaty

Taxes in the UAE

The UAE does not impose personal income tax, inheritance tax or gift tax. Federal corporate tax applies to financial years starting on or after 1 June 2023, at 0% on taxable income up to AED 375,000 and 9% above that amount. An individual who carries on a business becomes subject to it only when annual turnover exceeds AED 1,000,000. Cabinet Decision No. 49 of 2023 excludes wages and personal investment income from that test.

What the IRS still wants

The United States and the UAE have no income tax treaty, and the IRS treaty list has no UAE entry. US citizens file on worldwide income wherever they live. The foreign earned income exclusion is $132,900 for tax year 2026, and a remote salary can qualify for it under the physical presence or bona fide residence tests. Because the UAE collects no personal income tax, there is no UAE income tax to claim as a foreign tax credit.

An FBAR (FinCEN Form 114) is due when foreign accounts together exceed $10,000 at any point in the calendar year. A UAE bank account opened after the Emirates ID arrives counts toward that total.

Who qualifies

The program covers people who work remotely for an entity outside the UAE. GDRFA Dubai asks for evidence that the applicant works for an entity outside the UAE and does the work remotely, plus proof of monthly income of at least US$3,500 or the equivalent in foreign currencies. The 2020 launch announcement from the Dubai Department of Economy and Tourism listed a US$5,000 monthly salary and also covered company owners with at least one year of ownership. GDRFA’s service pages state US$3,500, and that is the figure used here.

Documents

The entry visa stage requires:

  1. A recent colour photo on a white background
  2. A passport copy valid for at least 6 months
  3. Evidence of remote work for an entity outside the UAE
  4. Proof of monthly income of at least US$3,500
  5. A valid health insurance document

The residence permit stage requires a colour photo, a passport copy, a health insurance copy, the medical fitness test result, proof of remote work, a salary certificate showing US$3,500 or the equivalent, and the Emirates ID receipt.

Application route and fees

Applicants file through the GDRFA Dubai smart services portal with UAE Pass or a username, or at an Amer service centre. The entry visa fee is AED 200 plus 5% VAT. An applicant already inside the UAE pays an extra AED 10 Knowledge Dirham, AED 10 Innovation Dirham and an AED 500 in-country fee. GDRFA states an expected completion time of 48 hours for the entry visa.

The entry visa lets the holder stay for 60 days from entry while the residence requirements are completed. The residence permit fee is AED 200, and it rises by AED 100 for each year when residency exceeds two years. Medical testing and Emirates ID services are charged separately by their providers.

Duration and renewal

The permit gives one year of residence from the date of issue, and GDRFA lists a renewal service at AED 200. Renewal uses the same document list as the first permit, including a medical fitness result and a salary certificate. After a permit expires or is cancelled, the holder has a 60-day grace period to stay in the country.

Family and local work

GDRFA states that the holder can sponsor family for the same one-year period. The visa is a residence visa without employment, so holders cannot take a job with a UAE employer under it.

Absence rules

UAE residence visas generally lapse after six months outside the country, and u.ae describes the Golden Visa as the category that can stay abroad longer. Dubai visa guides apply the same six-month rule to this permit.

Permanent residence

The permit renews year by year and carries no route to permanent residence or citizenship.
