Mahboula, Kuwait
It's essentially an uninhabited sprawl of new apartment buildings, with questionable construction quality and infrastructure demands. Back in the mid-2000s, this district on Kuwait's Persian Gulf coast was just a few old, unsafe structures. But a 2013 business expansion by the Kuwait Oil Company sparked a residential explosion - by 2016, tens of apartment buildings had sprung up, with rents ranging from 170 to 450 Kuwaiti dinars ($755 to $1,998) for 32 to 43 square feet. Of course, this rapid development has come with its share of problems, like the 2019 fire that injured 23 people and stranded over 100. If you don't mind the bureaucracy and safety concerns, Mahboula might work as an affordable option - otherwise, you'd be better off looking elsewhere.
