With a population of 67,436, this Brazilian municipality is no sleepy beach town. Bertioga's population fluctuates wildly with the seasons, as it neighbors popular resort areas. And while the northern parts are densely forested, the bureaucracy is a persistent headache for residents.

Bertioga's claim to fame is a dark one - it's where notorious Nazi doctor Josef Mengele drowned in 1979. For those unfazed by the area's checkered history and administrative hassles, the region's natural beauty and proximity to beaches may outweigh the downsides. But for most, Bertioga is a pass.
