With a population of just over 307,000, Taonan is a relatively small city in China's northeast. But don't let the size fool you - this place is a bureaucratic labyrinth, with 6 subdistricts, 5 towns, 14 townships, and 2 ethnic townships to navigate. The harsh continental climate is another persistent headache, with long, frigid winters that can make daily life a challenge.

On the plus side, Taonan offers a more affordable cost of living than China's megacities. But the tradeoffs are steep - the sheer administrative complexity and brutal winters mean this city is really only suitable for the most resilient expats and adventurous types.
