Pan’an, China

With a population of just 177,161, Pan'an is a sleepy backwater that offers little to entice expats. The county is administered by the larger city of Jinhua and consists of a patchwork of forgettable towns and townships. Bureaucracy is a persistent headache, with residents navigating a dizzying array of local governments. The sole transportation link is the Pan'an South railway station, hardly a selling point. Unless you're content with a slow-paced, provincial existence far from the bright lights, Pan'an is best avoided.
