With a population of over 102,555, Whalley is the second-most populous community in Surrey, British Columbia. This densely packed urban center is home to City Hall, the main library, and major university campuses - but it's also notorious for its high crime rates. Until recently, Whalley's streets were plagued by a sizable homeless encampment, and violent crime has since shifted to the neighboring Newton area. The weather can be extreme, with summer highs reaching 37°C and winter lows plunging to -21.7°C. Bureaucracy and development are persistent headaches for residents.
