With a population of just 54,842, Jonquière is a small, industrial city in the Saguenay region of Quebec. The town owes much of its development to the Price family's pulp and paper factory and Alcan's massive aluminum plant, which at one point boasted the world's largest hydroelectric station. However, the heavy industry and frequent flooding from the Rivière aux Sables have left Jonquière with a persistent bureaucratic headache.
