Retiro, Argentina

With a population of just 38,635, Retiro is a far cry from the bustling capital of Buenos Aires. The railway station complex may be a major transportation hub, but the surrounding neighborhood is hardly a vibrant urban center. In fact, the city's bureaucracy is a persistent headache, with plans to expand the underground station complex still in the works. And while Retiro boasts connections to Uruguay and a cruise ship terminal, the lack of amenities and services outside the train stations makes it a tough sell for most expats. Unless you're a commuter reliant on the extensive rail network, this sleepy suburb is probably not the best fit.
